Call for action on Manipur:

Having deliberated, at the World Social Forum 2024 in Kathmandu, Nepal, the ongoing violence in Manipur since 3 May 2023 resulting in the death of more than 200 persons, destruction of property and displacement of more than 60,000 people;

Acknowledging the profound pain, suffering, and loss experienced by all parties involved, and recognizing the significant divide between the Meitei and Kuki-Zo communities;

Realizing the futility of prolonged violence, in trying to advancing political demands.

We, South Asians for Human Rights (SAHR) & Human Rights Alert (HRA) along with the global civil society gathered here at the World Social Forum, unite in a call for immediate action.

We urge the initiation of an immidiate ceasefire and meaningful dialogue involving all stakeholders, facilitated by competent interlocutors, to address underlying grievances and foster a just and sustainable peace.

We advocate for full reperation, restitution and compensation of the loss suffered by survivors on both sides, recognizing  the importance of restoring dignity and rebuilding lives,

We affirm the right of the displaced persons to voluntarily return to their respective places from where they were uprooted or to a suitable location of their choice without fear of reprisal, and stress the importance of upholding the rights to dissent, freedom of expression and peaceful assembly.

We call upon the authorities to firmly establish the rule of law, including by controlling the proliferation of illegal arms and ammunition; ensuring impartial invenstigation and the fair prosecution of all accused within a stipulated timeframe; and establishing a Truth and Reconciliation Commission to promote accountability and reconciliation

We strongly urge the Government of India to adhere to its obligations towards protecting all its citizens, without discrimintion,  as enshrined in the Constitution and core international human rights treaties to which it is a State party.

We also call upon the international community to exercise their Responsibility to Protect (R2P) the people of Manipur.
